History
Comprehensive Law Enforcement Analytics & Training (C.L.E.A.T) was formed to provide law enforcement professionals with a legal understanding of strategies and tactics available to them which will strengthen their investigative skills and case work.
With a keen understanding of the law and its proper application to their cases, each officer will build cases that can stand up in courts of law and the court of public opinion. CLEAT was built upon the more than 80 years of professional experience of its founding members.
Founding Members
Gregg Rossman
Gregg Rossman is an accomplished litigator with over 29 years of legal/trial experience. Presently, multiple police agencies contract with Gregg for Legal Training as a Police Legal Advisor. As an Assistant State Attorney, he tried some of the most complicated and high profile cases in Broward County history. Many of those cases have been featured in local and national media. Several of Gregg’s cases have been featured on ID Discovery and similar programs. Gregg has been interviewed by ABC News on Good Morning America, CBS4 Miami, NBC6 Miami, WSVN7, WPLG10 Miami, and the Wall Street Journal, Sun-Sentinel and Miami Herald newspapers. Gregg has strong family ties and connections in the law enforcement community. He is a second generation Miamian who has deep roots in the South Florida community.

Brian Cavanagh
Mr. Cavanagh retired as the Chief of the Homicide Trial Unit in the 17th Judicial Circuit. Brian worked with distinction for more than 38 years as an Assistant State Attorney in the Broward State Attorney’s Office. He personally handled or supervised hundreds of homicide cases at all stages of their investigative review and court resolution during his career, himself engaging in the jury trials of over 100 first degree murder cases. His many Grand Jury presentments included an estimated 50 police-involved shooting cases as well as countless perplexing fatalities of all description and degree in the course of 27 years singularly spent as a homicide prosecutor.
Since retiring from the State Attorney’s Office, Brian has worked with Gregg through CLEAT to create seminars and legal updates for law enforcement agencies on a multitude of topics.
Alex Urruela
Alex is a proud graduate of the University of Florida. He graduated from Nova Law School where he was a member of Law Review and a member of the nationally ranked Moot Court team. He worked at the Broward County State Attorney’s Office for over thirty years. In that role, he served as: County Court Supervisor; Senior Felony lead in the Felony Trial Unit; Supervisor of the Juvenile Unit and Assistant State Attorney in Charge of the Felony Case Filing Unit. He has lectured on various topics across the state for the Florida Prosecuting Attorney’s Association.
Since retiring from the State Attorney’s Office, Alex has worked with Gregg through CLEAT to create seminars and teach in legal classes for law enforcement agencies on a multitude of topics.
